He described a managed community with asphalt roads, landscaping and standards for skirting, anchoring and outdoor storage.
Neighbors and other attendees pushed back. Ryan Dixon, who lives on East Hamilton Avenue, said water pressure in the area is inconsistent and voiced concern about adding 30-plus units to a system that sometimes delivers weak showers. Another resident said the neighborhood had seen recent new single-family construction and that manufactured homes could undermine neighborhood investment. Planning staff explained ordinance requirements (including a five‑year model-year minimum for homes) and said a PUD overlay with additional landscaping, signage and road improvements would be an option to improve design if council wanted to approve a change.
After discussion, a council member moved to deny the rezoning request; the motion was seconded and carried. Council asked the applicant to consider an alternative proposal that could better meet neighborhood expectations and to return with a different plan.
Next steps: The rezoning request for the 900 block of San Gabriel was denied; the applicant may revise the proposal and return to the planning commission and council for further review.
