Planning staff reports three recent council bills, including rules for natural burial grounds
Summary
Staff informed the Planning Board that the county council passed Bill 54‑26 (design review area designation), Bill 55‑26 (permitted service garages in the ML zone under certain circumstances) and Bill 56‑26 (allowing natural burial grounds in RC2, including pet burials under conditions). No board action was required at this meeting.
At the June 4 meeting, planning staff reported on three bills the county council passed since the board's last meeting.
Miss Bensley, a planning staff member, told the board that Bill 54‑26 designates the Cowinton Ebenezer Commercial Revitalization District as a design review panel area subject to review by the design review panel. She said Bill 55‑26 amends zoning regulations to permit certain service garages by right in the ML (manufacturing light) zone under specified circumstances. Miss Bensley also summarized Bill 56‑26, a zoning change to permit a natural burial ground in the RC2 (resource conservation) zone under certain conditions; the bill establishes definitions, clarifies that a natural burial ground is not a pet cemetery, and allows, under some circumstances, a pet owner to authorize burial of their pet on a natural burial ground, with certain submittals reviewed by the Department of Environmental Protection and Sustainability.
Chair Scott Halukta thanked staff for the summary; the report concluded without additional board action at this meeting.
