RCAA to sign two HUD YHDP contracts; HUD withdraws Addendum 1 from FY2025 CoC/YHDP renewals

At the May 27, 2026 HHHC Executive Committee meeting, Redwood Community Action Agency (RCAA) confirmed it will sign two HUD Youth Housing Demonstration Project (YHDP) grant contracts — one permanent supportive housing (PSH) project and one rapid rehousing (RRH) project — and begin implementation on June 1.
Committee materials reported that HUD has agreed to withdraw Addendum 1 entirely from FY2025 CoC/YHDP renewal recipients that already received grant agreements; HUD issued rescission letters to Q2–Q4 recipients who will receive updated grant agreements without the addendum. The committee record notes uncertainty about whether the addendum’s regulatory provisions will affect future contracts beyond FY2025.
RCAA said it plans to start program implementation by June 1 and to hire a case manager in July to support the projects. The update was presented as an informational item; the Executive Committee did not take a formal vote related to YHDP at the meeting.
The committee also discussed possible implications for the CoC NOFO and scoring tools if the federal timeline shifts; DHHS staff warned of potential amendments and emergency CoC meetings if required. The committee adjourned at 2:36 p.m.
