Lake Bluff approves grant agreement to advance Green Bay Road pedestrian bridge project

The Village of Lake Bluff Board of Trustees on May 27 approved a resolution to authorize a grant agreement with the Illinois Department of Commerce and Economic Opportunity to facilitate reimbursements for design and construction of a new pedestrian bridge over the Canadian National railroad at the village's northern boundary.
Staff told trustees that state senator Julie Morrison secured a $1.25 million grant for the project in April 2022 and that the village later received an additional $3 million through the Illinois Transportation Enhancement Program (ITP) in May 2025. Staff said Baxter & Woodman was hired in January 2024 for phase‑one engineering and design at a cost of $236,214 and that total estimated project costs are approximately $5.1 million.
Trustees were also cautioned that permitting with the railroad will likely be the longest part of the schedule. Village staff said the agreement before the board is intended to ensure the village can be reimbursed for eligible design and construction expenses; trustees approved the resolution by roll call.
Staff indicated the project is intended to improve pedestrian safety and connectivity and to provide a separated pedestrian pathway for schoolchildren and other walkers who currently use a narrow bridge.
