Resident urges disclosure requirements in draft council standard of conduct

During the public-comment portion of the May 26 meeting resident Ben Anderson addressed the council about the proposed Standard of Conduct. Anderson urged the city to require public disclosure when a councilmember or candidate has been the subject of a law-enforcement or media investigation within the previous five years and to require disclosure of political contributions between elected officials, citing concerns about transparency and potential conflicts of interest.
City Administrator Rachel Leonard responded that the draft standard is intended to provide guidance and transparency about expectations for elected officials and that it is primarily self-enforcing. Leonard clarified that the standard does not replace or supersede existing laws, regulations, or ordinances and said that allegations of conduct that may violate city code or state law would be reviewed in consultation with the City Attorney and that any additional actions would be at the discretion of the council.
Anderson's remarks were recorded as part of public comment; no formal motion or amendment to the Standard of Conduct was taken at the meeting.
