Charter Review Committee accepts Article 2 edits and approves Article 3.01 with backup transition plan

The Lago Vista Charter Review Committee unanimously approved revisions to Article 2 and voted to accept Article 3.01 as representative of the changes approved at its December 29 session, with a commitment to add a second transition plan if the charter election is delayed until November 2027.

Committee member Robert Owen presented a redline and a clean copy of the draft and said he had “captured everything that we talked about” at the previous meeting. S3 moved that the committee accept Article 2 as presented; the motion was seconded and carried without recorded opposition. Later, S3 moved to accept draft 3.01 “as representative of the the voting that’s already taken place December 29 with the caveat that I will add a 2nd transition plan that would account for effectiveness in November 2027.” S2 seconded that motion; the chair called the vote and reported it passed unanimously among those present.

The committee discussed two timeline options for implementing three-year council terms: one aligned to a May ballot (the original plan) and a backup that would make changes effective with a November 2027 election. S3 said producing both exhibits would be straightforward and would let the committee preserve the substantive text of 3.01 while accommodating uncertain election scheduling.

Members clarified that the committee’s role is advisory: the committee’s edits and a clean, final charter would be presented to council, which would decide whether to place the charter on a ballot. Several members also discussed how to record split committee votes for council review; counsel advised that minutes can record splits and that the committee could accompany the clean charter with a highlights document to help council review the changes.

Next steps: S3 will add the second transition exhibit and deliver the edited article drafts for final review and presentation to city council.
