Roads and drainage: The board awarded the Sha Walter Road at Pini Avenue intersection improvement contract to Roland & Company for $417,525.50 to install a new signal, auxiliary lane and median—staff cited 10 incidents at the intersection over three years, including three personal injury crashes. The county also approved purchase of a precast concrete box culvert for the Appletown Road project ($114,727.14) and authorized partial property acquisitions and easements for Long Meadow Road and Appletown Road necessary for intersection and culvert improvements.
Sole‑source and software contracts: The board approved multiple sole‑source procurements citing compatibility and long‑standing system use: Keystone Public Safety for CAD interface maintenance ($143,588) for the emergency communications center and ESO Solutions for fire incident reporting maintenance ($109,651.26). The Sheriff's Office received approval for a sole‑source electronic door and intercom upgrade at the detention center ($255,000) from the manufacturer to avoid system downtime.
Other facilities: Commissioners approved the county office building roof repair contract ($292,845) and awarded a $2.8 million contract to renovate the Martin Luther King Jr. Community Center (one commissioner abstained due to a disclosed potential subcontractor conflict).
