Council adopts biennial user‑fee updates and approves outside fee study for 2027

Staff noted some fees still recover less than full cost in order to avoid creating barriers to local businesses.
A.J. (staff) and Leslie (finance/administration staff) said most changes will be effective January 2026 and that the city is proposing to commission an outside user‑fee study in 2027 to produce a comprehensive, consultant‑driven review about once every decade. Council members asked clarifying questions about specific fee lines and the rationale for incremental increases rather than large periodic adjustments.
Council moved and adopted the fee recommendations and the motion to commission the future fee study; both votes carried 9–0.
Next steps: staff will publish adopted fee changes with new ordinance language and prepare a procurement plan for a 2027 outside fee study.
