Jan, chairperson of the JSA, told council the authority derives about 60–70% of its revenue from the city’s lodging tax and faces seasonal swings that create short‑term cash needs for event hosting, insurance and upfront expenses. Jan said large events — including a recent national junior‑college tournament — required the authority to borrow from a line of credit and pay interest; the requested reserve is intended to reduce those borrowings and allow timely payment for upfront hosting costs.
Councilmembers asked whether the allocation would be an interest‑free loan or a permanent transfer and whether the JSA expects to repay the account. Jan said the board’s intention is to use the reserve for operating expenses and to replenish it when lodging‑tax receipts allow, but cautioned full repayment within a single year may not be possible. City staff and council characterized the allocation as a one‑time infusion to address immediate cash‑flow issues and not as an ongoing recurring request.
A motion to fund a one‑time $100,000 interest‑free line of credit to the JSA from the CBB fund passed unanimously (nine in favor, none opposed). Council asked staff to include terms and repayment expectations in the resolution paperwork.
