Joplin approves two MoDOT cost‑apportionment agreements for 7th Street improvements

City staff presented two municipal cost‑apportionment agreements with the Missouri Highways and Transportation Commission for the Route 66/7th Street improvements during the Sept. 15 City Council meeting.
The larger agreement (Council Bill 2025‑139) covers the section from Maiden Lane to Route 43 and was listed at $5,299,446.43; the second agreement (Council Bill 2025‑140) covers Route 43 to Saint Louis Avenue with a cost to the city of $692,936.19. City staff said the agreements include city‑owned sidewalk costs, intersection improvements (including 7th & Illinois), and a box culvert segment related to Willow Branch that requires a budget amendment.
City engineer/representative explained the cost breakdown and why parts of the work are packaged with the MoDOT project; he said construction engineering and oversight will be completed by MoDOT as part of their contract. Council asked for timing and sequencing; MoDOT’s project manager Craig Switzer told the council the project will go to bid Nov. 14 and that construction is likely to begin the following March with an estimated completion date of Dec. 1, 2028.
A neighbor, Mary Price, pointed out that a property owner name was incorrectly placed on a map attached to the packet; staff acknowledged the map contained a typo and said it will be fixed prior to final recordation.
After discussion, the council approved both council bills on an emergency basis (recorded motion carries 7 in favor with 2 absent).
