Committee approves Article 3 draft despite split on term length; names Robert Owen spokesperson

Committee member Mark Douglas said he would vote against the draft because he was concerned the text effectively locked in a three‑year term: “If I vote for approving the draft of Article 3 as written, I feel like I'm voting for a 3 year term, which I don't agree with completely,” Douglas said. Chair Linda Ayers clarified that voting to approve the committee’s final draft reflects acceptance of the committee’s compiled work product, not an endorsement of every individual preference.

The committee then discussed and confirmed who would present the committee’s recommendations to the City Council. Members nominated Robert Owen, the committee secretary, to serve as the spokesperson. Several members praised Owen’s preparation; one said he was “head and shoulders above” as the right person to make the presentation. Owen accepted the assignment and the committee confirmed him to present the report to council.
