Committee moves ordinances into standalone article, requires full text be published

The Charter Review Committee voted to create a standalone ordinances article (to be renumbered as Article 4) and to require the complete text of proposed city ordinances be published in the council hearing packet posted on the city website before public hearings.

Chair Linda Ayers said she wanted the record to specify that the full ordinance text—not just a descriptive caption—be available to the public in the agenda packet. “I wanted it added that the complete text should be published,” Ayers said.

Committee members also proposed that the City Council be explicitly authorized to publish the ordinances in code form for readability. Robert Owen, the committee secretary, outlined a set of editorial cleanups and recommended striking duplicative legacy language carried over from earlier drafts.
