Council approves zoning amendment to allow indoor inventory storage in commercial zones

The Lago Vista City Council approved an amendment to Chapter 14 (zoning ordinance) that adds a new use category for indoor inventory storage and permits it in specified commercial and light-industrial zoning districts.
The ordinance (No. 26-04-02-01) was pulled from the consent agenda for discussion about process. City Attorney Brad reviewed statutory and local-code notice requirements for rezoning matters and explained that while Planning & Zoning (P&Z) is expected to provide a recommendation, the city code provides a process to treat lack of a recommendation as a denial and therefore requires a supermajority for approval if council treats P&Z’s inaction as a denial. Gene Harris (representing P&Z) told council P&Z would like an opportunity to review final language and give a recommendation; several council members expressed concern that businesses are delayed while the language is corrected and that planning staff should be able to finalize typographical issues.
After exchange about legal risk, notice and process, a motion was made and seconded to approve the ordinance with clarifying language; the motion passed unanimously.
Council asked staff to coordinate with P&Z on any future potential amendment to specifically include airport hangar zoning if stakeholders request it and to ensure P&Z has an opportunity to review final packet materials in future cases.
