"From the very outset... the number 1 comment about parks development... 86% of the residents agreed... the city should more fully develop the park lands that it already owns," said Committee member (Speaker 1), framing the Dawn Circle site as centrally located with good connectivity and a lake overlook. Staff (Staff member (Speaker 4)) said council wanted a narrowed, realistic set of priorities and asked members to each submit 5–10 proposed amenities to shape phased design and cost estimates.
Committee members emphasized designing the park with future phases in mind so later additions would not require undoing earlier work. Concerns focused on safety at the point’s narrow approach near two roads, maintenance capacity if restrooms or pavilions are added, and procurement transparency for contractors used on the project.
The committee confirmed next steps: staff will compile the prioritized list, obtain engineering/survey estimates, prepare a concise slide packet (including a cost sheet and contractor background), post materials to the city discussion board for feedback, and present the joint Dawn Circle / Bowden Point package to city council. A local contractor (referred to in the meeting as LV contractors) provided preliminary estimates and has done prior work for the group; committee members recommended including that relationship in the council packet so council members can evaluate procurement history.
No formal vote was taken; the committee instead reached consensus on the prioritized phase‑1 elements and a path to present design and cost information to the council.
