The East Rutherford Planning Board on May 11 took testimony on Application 26‑03, a proposal by 2 Carlton Avenue LLC to redevelop a ~6.45‑acre site into a multi‑tenant industrial “flex” building and carried the application to the board’s June 8 meeting for further technical review.
Attorney Thomas Garlick represented the applicant and Christopher Devli, principal of Devli Real Estate, described the applicant’s goal of a roughly 125,000‑square‑foot industrial building subdivided into four tenant office/warehouse units to improve leaseability. “We will abide by zoning and only bring in the right tenants that are fit for the building and the borough,” Devli said. Project testimony included civil engineering, utilities, remediation controls and architectural plans.
Engineer Luis Reyes described a site program that included approximately 120 passenger vehicle parking spaces (five ADA spaces and four make‑ready electric vehicle spaces, one of which is designed to be ADA accessible), 20 loading docks (13½ ft. by 60 ft.), two drive‑in ramps, four trailer storage pads, a proposed 6‑ft high black vinyl chain‑link fence along the south and west property lines, and a monument sign at the Carlton Avenue entrance. The project proposed grading and an underground stormwater system with inlets, manholes and piping; final stormwater designs will be submitted to the Borough Engineer for review.
Environmental consultant Justin Protasiewicz testified that remediation at the site will be conducted under NJDEP guidance and will include air‑quality monitoring during work, groundwater monitoring wells, and capping of an inactive well structure on site with state filings every two years. The applicant agreed to provide a map of groundwater monitoring well locations to the Board Engineer.
Architect John Anderson presented building elevations and a façade rendering; his materials listed the building area as 125,755 sq. ft. and a top‑of‑roof height of about 36 ft. 11 in. Board members asked about rooftop mechanicals’ visibility to nearby condominium residents; Anderson said mechanical plans were not finalized and that screening would be considered as necessary.
Board Attorney James Novello asked the applicant to compile a list of recorded easements affecting the property (lots 3 and 4 were noted) and to state planned changes or conditions of approval related to those easements. The applicant requested a continuance to June 8, 2026 with no further notice in order to provide the additional materials; Councilman Denis Monks moved to carry the application to the June 8 meeting and Councilman Antonio Segalini seconded. The board approved the continuance. The board’s record includes requests for variances for building coverage, impervious coverage, building height, off‑street parking and signage; those variance requests remain pending with additional documentation to be submitted before the continued hearing.
No members of the public spoke during the public comment periods on this application.
Next steps: the applicant must submit the requested easement inventory, final stormwater and utility plans, and the remediation monitoring well map for review ahead of the June 8 hearing.
