Planning Board backs recommendations for East Rutherford Library expansion

The East Rutherford Planning Board on May 11 reviewed plans to expand and modify the municipal library at 143 Boiling Springs Avenue, focusing on design details and neighborhood impacts.
Christine Hartigan, director of the East Rutherford Library, described the project as intended “for educational and recreational use” and said the addition would include two new bathrooms, a dedicated teens’ room, a meeting room, a staff processing room and a study/quiet room. Project architect Joseph Frangiosa testified that the proposed addition is roughly 3,000 square feet and was designed with sensitivity to surrounding residences.
Board Attorney James Novello asked the board to direct his office to submit a formal letter to Mayor and Council summarizing the Planning Board Engineer and Planner findings (letter dated May 7, 2026). The board’s recommendations include installing a trash enclosure with screening that complements the new building façade; adding landscaping accents around the addition’s ingress and egress; providing additional off‑street parking to improve access; and adding vegetative screening along lot lines adjacent to neighboring properties. The board noted that final stormwater design will be reviewed by the Borough Engineer.
Member Charles Flenner moved that Novello send the formal review and recommendations to Mayor and Council; Councilman Antonio Segalini seconded the motion. The board voted to approve the motion and the public comment period produced no speakers.
The Planning Board record includes revised architectural sheets and a site plan shown at the meeting; the board requested that final stormwater plans and landscape details be supplied before any final sign‑off by staff.
