Vice Chair Franklin Miguel introduced proposed ordinance 024.115 (Item 25326) to prohibit city employees, including school department employees, from serving on city boards, commissions or multi‑member bodies unless their membership is ex‑officio under state law or elected by peers under chapter 32 (retirement board). Miguel framed the proposal as protecting independence and avoiding both actual conflicts and the appearance of divided loyalties.
Miguel said the measure is not an attack on municipal employees or the mayor’s appointment authority; rather it is intended to preserve public trust by ensuring board members can act without perceived employer pressure. He acknowledged receipt of legal and policy concerns and asked the council to request a formal legal review from the city attorney before further action.
The committee voted to table/send the ordinance to the city attorney for review. The motion was seconded and carried; councilors asked that the city attorney return with a legal opinion before the council considers an ordinance vote.
