Franklin County adopts municipal building energy benchmarking policy

On May 2, 2019 the Franklin County Legislature adopted a local policy requiring county officials to enter energy use for covered municipal buildings (≥1,000 sq ft) into EPA's Portfolio Manager by Dec. 31, 2019 and to post annual benchmarking data by May 1 each year, with limited exemptions for impractical cases.
The Franklin County Legislature adopted an energy benchmarking policy on May 2, 2019 that requires the County Manager (or designee) to enter energy consumption and descriptive building data for covered municipal buildings (1,000 sq ft or larger) into ENERGY STAR Portfolio Manager by Dec. 31, 2019 and annually thereafter by May 1.
The policy directs the Administrator to post Benchmarking Information publicly for each covered building by May 1 and update it annually. Required public data include building address, primary use type, gross floor area, site EUI, weather‑normalized source EUI, annual greenhouse gas emissions, and an Energy Performance Score where available. The Administrator may exempt specific buildings if benchmarking is impractical; records (e.g., utility bills) must be retained for three years.
Legislator Sherwin moved the resolution and Legislator Ellis seconded; the motion passed unanimously. The resolution also requires the Administrator to submit an annual report to the Legislature summarizing aggregated consumption statistics, compliance status, and any exemptions.
Officials framed the policy as a tool to identify cost‑saving operational and capital investments and to drive continuous energy performance improvements in county‑owned buildings.
