Legal counsel answered procedural questions about how the council could revisit or reconsider the adopted rules and noted that a motion to reconsider is the ordinary mechanism to re-open an adopted measure; councilmembers agreed to monitor implementation and, if needed, place amendments on a future agenda. The city clarified that the ratification tonight matched the version previously approved and that further revisions can be brought as separate agenda items.
