"Ten bids were received, and the anticipated task orders will be coming back to council for approval," Victor said. Staff named LICO and South Texas Tree Service as the top two vendors and identified Synthesis as a possible third choice.
Council discussion focused on procurement format, potential award-by-category (by linear footage or by task), price-lock duration and whether approving vendors now prevents later competitive bidding for specific projects. Legal counsel and the city manager explained the procurement would use a competitive‑sealed‑proposal model appropriate for services where the ultimate scope is unknown; large individual projects exceeding staff authority would still require council approval.
Councilor Prince moved to accept staff’s recommendation to approve LICO and South Texas Tree Service as the top two firms; the motion passed unanimously. Staff will return task orders and project-specific contracts to council for approvals where required by the city’s purchasing policy and applicable thresholds.
