Applicant Carl Yutsy told the board the operation would be a hobby‑style, after‑hours sales practice rather than a full‑time store. He said inventory would be low ("maybe 50 [pounds] at the most" of ammunition), that he is not a gunsmith, and that shipments would be handled by UPS or FedEx (no semis). He confirmed again that no range or shooting area was part of the plan.
The public hearing drew no opposition and no correspondence. After closing public comment, the board moved to approve the special exception; roll call indicated a unanimous vote in favor.
The approval allows the FFL transfer for sales from the residence under the terms discussed. The board recorded the restriction on range/shooting activity as part of the findings.
