Audubon board approves first reading of police extra-duty ordinance and a slate of appointments and project authorizations

The Board of Commissioners of the Borough of Audubon approved the first reading of Ordinance 2023-01, which amends Chapter 2 to regulate "Extra Duty Employment through Borough" for the Police Department, and carried a series of resolutions covering appointments and project authorizations during its Feb. 7 caucus meeting held via Zoom.
Commissioner Whitman moved to approve the ordinance's first reading and Commissioner Lee seconded; the board took a unanimous roll-call vote to advance the measure to a public hearing and second reading scheduled for March 7, 2023. The ordinance text presented was described as an amendment to the borough code governing extra-duty police employment.
The board also approved Res. 2023-29 appointing Christopher J. Powell of Hardenbergh Insurance Agency as the borough's 2023 risk manager; Res. 2023-30 approving the 2023 Sustainable Audubon–Green Team membership; Res. 2023-31 refunding an overpayment of sewer for Block 61 Lot 4.12; Res. 2023-32 appointing Sara Kucharski, Lori Conley and Krista Briglia to the Audubon Board of Health; Res. 2023-33 reappointing Nichelle Bicking as trustee of the Audubon Free Public Library; Res. 2023-34 authorizing the borough engineer to design and publicly bid the FY2023 NJDOT resurfacing of E. Pine Phase III Hampshire Ave & North Merchant Street; Res. 2023-35 appointing Timothy S. Farrow, Esquire, as public defender for the municipal court; and Res. 2023-36 approving Sean T. Downing as a member of the Audubon Fire Department. Most motions were moved and seconded by Commissioners Lee and Whitman and the minutes record unanimous votes or "all in favor — motion carried" for each item.
Mayor Jakubowski opened the meeting and read the required legal notice that the meeting had been posted in accordance with Title 10 of the New Jersey Statutes Annotated and that formal action may or may not be taken at caucus and commissioners meetings.
No financial terms or contract-specific details for the NJDOT resurfacing bid authorization were presented in the caucus minutes; the engineer's report noted the intent to design and solicit public bids so that the borough may proceed within available grant or program funds.
