Commissioner Heran recused himself from this item because he lives within 500 feet of the property. Staff presented the project and recommended approval as conditioned. Applicant Rich Sergeant, who said he lives across the street and was representing homeowners Lisa and Stephen Chang, answered commissioners’ questions about facade proportions. Commissioners praised the design as fitting the neighborhood and suggested considering modest enlargement of a second-floor street-facing window purely as an aesthetic consideration; no condition was made on that point.
A motion to approve the staff resolution passed by roll call with the three commissioners who voted saying 'I' (Heran had recused). Staff reminded the public that commission actions are appealable to the City Council within 10 days.
