"My name is Andrew Hollesworth ... I’m here representing Implore Ministries," Andrew said, introducing himself as a lifelong Oxford resident and pastor. He said Implore is negotiating a long‑term lease for 2.43 acres of Cobblestone Community Church property and intends the site to house Implore Ministries’ program space and CrossFit Implore.
Chad Harville, a civil engineer who said he works for the city of Hamilton, described the preliminary site plan and access strategy: the lease area sits north and west of Cobblestone Church, about 300 feet from a nearby neighborhood and adjacent to a new bike trail. He said the applicants expect to provide shared access through Cobblestone property, widen the central aisle and enlarge some drives to accommodate fire‑truck turns, and that the applicants intend to submit a new conditional‑use application rather than amend Cobblestone’s 2007 permit.
A nearby resident identified as Mike told the commission he has observed flooding on the new bike path and warned the proposed site receives runoff from an uphill subdivision. "Storm water will be an issue for you," he said, urging the applicants to plan for culverts or other drainage measures.
Commissioners and residents raised several recurring concerns: the proposed building footprint (applicants estimated roughly 80 by 100–120 feet), the location and perceived scale of parking relative to the bike trail, buffering between the site and adjacent homes, and the visual character of any façade facing the trail. Applicants said they plan to engage an architect, proposed stonework on the front façade, and said Implore Ministries will fund construction if the permit is approved.
Staff asked whether the commission would consider waiving a tree‑survey requirement because the proposed building would occupy an existing field; staff said a strong, native landscaping and buffer plan could justify a waiver and reduce applicant cost. Commissioners noted the code contains both tree‑preservation standards and separate planting requirements for parking and frontage; several suggested planting native trees along the trail edge and shielding the site with natural landscaping to maintain the trail’s character.
Commissioners encouraged the applicants to continue neighborhood outreach—staff and others suggested a conversation with the neighborhood association leadership—and to refine the site plan to address stormwater, buffering and visual‑scale concerns before a formal submission. Applicants said gym activity would concentrate in morning and evening periods and that ministry programming would occur evenings and weekends.
No formal action was taken; the presentation was a concept review and applicants said they will return with a formal submittal once they finalize the lease and design.
Next steps: applicants will continue negotiations with Cobblestone Community Church on a lease, refine the site and landscaping plans in response to commission feedback, and submit a full conditional‑use application for staff review.
