At the June 3, 2026 meeting the St. Louis Board of Police Commissioners approved several measures and procurement actions while tabling one high‑profile personnel item for later consideration.
Civilian raises: The board approved Resolution No. 2026‑25 to give all department civilian employees a 4% salary increase effective June 28, 2026. During discussion Mr. Sullivan estimated the salary cost at about $910,972 and benefits at about $278,000; board members debated whether this should be considered alongside command‑staff increases but ultimately voted to approve the civilian increase.
Human resources staffing: The board approved Resolution No. 2026‑27 to add three budgeted positions in the HR unit — a civilian recruiter, an HR coordinator and an HR generalist — to assist with hiring, PeopleSoft/Oracle work and employee relations. The job descriptions were adopted as part of the action.
Procurements: The board approved procurement resolutions awarding an employee‑assistance program contract (Resolution No. 2026‑28) to BJC Corporate Health Services (first‑year cost shown in the RFP package at approximately $50,320) and psychological services (Resolution No. 2026‑29) to Clinical Associates PC at rates specified in the RFP responses. Board staff said the RFPs were publicly advertised and that only one responsive bid was received for each procurement.
Reinsurance trust transfer: By Resolution No. 2026‑26 the board authorized a $5 million transfer to establish a reinsurance trust intended to cover future liabilities and judgments. Staff explained the department’s end‑of‑year reconciliation showed roughly $8 million unspent; the resolution would allocate $5 million of available funds to the trust instead of returning them to the city. As staff explained during the meeting, if the resolution is approved, “we will not be returning $8 million to the city,” and the funds would instead seed the trust to manage potential future legal liabilities.
Other business: The board also approved a contract package authorizing an IT/911 agreement (Resolution No. 2026‑23) and several routine procurement items. The board motion to table the command‑staff raise resolution to June 17 was also carried; that item will be reconsidered at the next meeting.
What passed (selected outcomes): - Resolution 2026‑25 (4% civilian raises) — approved (motion carried). - Resolution 2026‑27 (add HR positions) — approved. - Resolution 2026‑28 (EAP to BJC Corporate Health Services) — awarded. - Resolution 2026‑29 (psychological services to Clinical Associates PC) — awarded. - Resolution 2026‑26 (authorize $5M transfer into reinsurance trust) — authorized.
Each of the above actions was recorded in the meeting and will appear in the board’s minutes; staff said they will provide more detailed fiscal documentation on request.
