Staff said a 20‑ to 30‑foot right‑of‑way or easement could provide the desired connection; an acquisition under $25,000 would not require formal appraisals, staff noted, but the final terms and extent of required screening, fencing or other conditions remain to be negotiated.
Commissioners authorized staff to proceed with negotiations and to return a proposed acquisition or easement deal for commission consideration.
