Council conditionally approves hot-funds support for Oak Ridge Archery to help stage multi-day tournaments

Lago Vista council considered a request from Oak Ridge Archery to use hot-funds for advertising and equipment to make local archery tournaments multi-day events, with the stated goal of drawing out-of-town visitors and increasing hotel and sales tax revenue.

Applicant Dave Snyder described recent increases in out-of-town participation and said the requested funds would be used for year-round advertising and to acquire durable targets and range enhancements that support multi-day competitions. Council and the city attorney discussed eligibility under local hot-funds rules and the statutory categories, noting that multi-day events and convention-like arrangements make it easier to demonstrate the required "heads and beds" tourism nexus.

Because some requested line items were originally categorized in a way that could conflict with statutory limits, council unanimously approved the award with conditions: the applicant must resubmit an amended application that documents multi-day events, vendor/convention elements (tables/booths, vendor participation), and head-and-bed evidence; staff and the city attorney will review and, if the revised application satisfies legality and category requirements, may approve the full award without returning it to council. Council also authorized entering a contract (3'80 agreement or similar) to tie expenditures to deliverables.
