County adds two parcels to University Town Center district, approves related requisitions

The Monongalia County Commission voted June 10 to modify the boundaries of the University Town Center Economic Opportunity Development District to add two parcels currently under development and approved related requisitions.

A county commissioner explained the boundary change adds the parcel that currently holds the 7 Brew location (parcel ID 315-195) and the previous movie-theater site (parcel ID 68-1-11). “This is similar to what we did when we added Raising Cane’s,” the commissioner said, explaining prior acreage adjustments cover the new addition.

The commission also approved requisition number 44 for the Series 2021B Harmony Grove Phase 1 project fund, a $40,000 payment that will send $30,000 to Adrian Enterprises and $10,000 to Thrasher Group. The commission then approved requisition number 115 for the UTC subaccount, an acquisition request in the amount of $1,191,916.94; a commissioner noted that figure reflects the account balance less statutory liens and does not account for committed amounts.

Both the boundary-order motion and the requisitions were moved and seconded on the floor and passed by voice vote. The commission did not record roll-call tallies in the minutes for these motions.

Commissioners discussed the accounting behind the UTC subaccount approval; one commissioner described a statutory lien that must remain in the account and characterized the dollar figure as a back-of-envelope projection rather than a finalized closing statement.

Next steps: the commission’s order modifying the UTC district boundaries will be entered and requisition payments will proceed in line with the approved disbursements.
