Committee backs resolution urging Congress to restore some commercial credentials after federal actions

Senator Caballero told the committee SJR 16 was introduced to amplify concerns from commercial truck drivers and the broader supply chain after a Florida crash prompted Federal Motor Carrier Safety Administration scrutiny and a conditional finding of noncompliance against the California Department of Motor Vehicles.
Caballero said the DMV rescinded roughly 17,000 noncompliant non‑domiciled commercial learner’s permits and commercial driver credentials, and federal action led to withholding roughly $160,000,000 in federal highway funds and court orders to cancel approximately 16,000 California driver credentials in some instances.
"The federal administration has the authority to fully decertify a state's driver's license program," Caballero said, arguing that the federal response had sidelined many experienced drivers and urging the United States Congress to reinstate credentials for those who meet California's standards.
Connor Grama of Teamsters California spoke in support of SJR 16. No opposition witnesses spoke in the committee room.
The committee took roll calls on the resolution and, after tallying votes as members arrived, reported SJR 16 out of committee; the transcript records the committee vote as reported out 9–3.
