Board adopts 2026–27 strategic plan after KPI review; early assessment data treated as baseline

The Boise Independent District board voted June 8 to adopt the district’s 2026–27 strategic plan after a presentation on key performance indicators and focus‑group input.
Deputy Superintendent Smith and area directors walked trustees through a 44‑slide deck that reviewed this year’s KPIs and preliminary assessment data. Presenters emphasized that spring 2026 scores are preliminary because this was the district’s first year using AMRA as the Idaho reading indicator; the district described the AMRA data as a baseline and said additional progress monitoring will be used next year.
Presentations highlighted literacy goals for K–3 (an operational KPI tied to IRI/AMRA), participation and representation in AP and career and technical education programs (data disaggregated by student subgroup), retention and targeted supports for special education staff, and school‑climate survey results. On safety and climate, presenters reported student agreement that they feel safe rose from 73.9% to 76.9% year‑over‑year; staff results were reported at 88.1% agreeing they feel safe.
Trustees asked for additional disaggregated analyses — for example, percentages that compare subgroup AP participation with subgroup enrollment — and the administration agreed to provide further breakdowns. Trustees also discussed using KPIs to drive future changes to action items and strategic‑plan details.
A motion to approve the 2026–27 strategic plan was moved, seconded and approved by the board.
The administration said some KPIs may be further refined after the state board finalizes rubrics tied to Senate Bill 1339; the district anticipates returning to trustees in September with more detailed, state‑aligned KPIs once the state board’s guidance is available.
