"Restoring and greening urban spaces wherever possible should stand as a coequal goal," Brian told the committee, emphasizing the importance of bringing nature and park access to urban neighborhoods that have faced long-term disinvestment.
Norma Gonzalez (director, LA County Parks and Recreation) described partnerships and examples where degraded lands were remediated and converted to parks, and Doug Houston of the California Park and Recreation Society said the bill helps crosswalk 30-by-30 biodiversity goals with access, equity and urban greening.
Multiple local park districts, conservation corps and Sierra Club California registered support; no opposition witnesses registered. The committee accepted committee amendments and passed the bill as amended to Appropriations in a roll call with unanimous support among members present.
