The City Council of the City of Anamosa on May 26 approved resolutions establishing two 2026 housing urban renewal areas and advanced the related tax-division ordinances to first reading.
Mayor Rod Smith opened public hearings on the 2026 Kouba Second Addition and the 2026 Northland Second Addition housing urban renewal areas; in both hearings no members of the public spoke. The council adopted Resolution 2026-25 to declare necessity and establish the Kouba Second Addition urban renewal area and approved the first reading of Ordinance 971, which provides for division of taxes levied on property in that area. The council also adopted Resolution 2026-26, setting June 22, 2026, as the meeting at which it is proposed to approve a development agreement with Forge, Inc., including annual appropriation tax increment payments.
Separately, the council adopted Resolution 2026-27 to declare necessity and establish the Northland Second Addition urban renewal area and approved the first reading of Ordinance 972, which sets the tax division structure for that area. The council voted to adopt Resolution 2026-28, likewise setting June 22, 2026, as the date to consider a development agreement with Forge, Inc. All recorded roll calls on these items were unanimous.
Why it matters: establishing an urban renewal area and a tax-division ordinance are preliminary legal steps that allow a municipality to use tax increment financing tools and negotiate development agreements; the council’s June 22 meeting is when it may consider binding development agreements with Forge, Inc.
What’s next: the council will revisit the proposed development agreements with Forge, Inc. on June 22, 2026; any formal appropriation or development agreement would be subject to the council’s subsequent vote.
