Staff member explained the process to residents and committee members, saying, “The applications go live June 15,” and described the application packet requirements: a program narrative, program budget, organizational background or individual W-9, marketing plan and a final-report template. Staff noted applicants present in August and the committee completes deliberations in September; awards become effective with the city’s October fiscal year start.
A resident who said they live in Atlantic Beach described possible uses of the funding — from biodegradable, site-specific beach installations to arts-and-crafts classes — and asked about eligibility and budget caps. The resident said they wanted “to understand better what the conditions of the grant and what the actual budget is,” and staff answered that the program is open to individuals and organizations and that there is a three-year limit intended for new programs.
Staff added that the committee typically operates from a pool near $65,000 but that that figure is subject to change pending the city manager and city commission; staff also warned that property-tax revenue shifts could affect final funding. The committee said it expects applicants to submit documentation such as insurance and tax forms, and staff said it will standardize applications with templates to make scoring and review more consistent.
Next steps: applications open June 15, applicants selected to present will give brief (about five-minute) presentations at a full-day August session, committee deliberations occur in September and award decisions are incorporated into the city’s October budget cycle.
