Castle Valley planning commission forwards amended general plan to town council

The Planning and Land Use Commission of Castle Valley voted unanimously on June 4 to forward the town’s updated general plan to the Town Council with a pair of small edits, including noting completion of a long‑planned culvert project and rewording a goals bullet on page 13.

Chair said, "I move that we move the general plan onto the town council with the addition of the amended changes just made." The motion was seconded and approved by a unanimous voice vote.

Why it matters: The general plan sets long‑range guidance for land use, roads and community values; forwarding the document begins the council’s formal review and potential adoption. Commissioners flagged editorial inconsistencies and redundancies in the goals section that they said could confuse readers and future implementers.

What changed: Commissioners agreed to remove a redundant bullet and replace a confusing phrase that read (in the draft) as "design craft building requirements." The revised language will state that the town seeks to "create building requirements for homes and other structures in a way that preserves values such as open space, quiet rural atmosphere and privacy." Commissioners also noted that maps and appendices cited in the plan will be included when the packet goes to the Town Council.

Members’ involvement: Commissioners discussed where the brief culvert completion note should appear (not on the goals page but in a highlighted section of recent accomplishments) and sought confirmation it would not trigger a new public hearing; staff confirmed it would not. The minutes show the motion to forward the amended plan was moved, seconded and carried unanimously.

Next steps: The amended plan will be transmitted to the Town Council for its review and any further action. The commission thanked staff and volunteers for their work compiling the update.
