Quincy council approves housing-service agreements, hearing-examiner contract and construction change order

The Quincy City Council approved multiple items in its council-business portion of the agenda, including affordable-housing service agreements, an updated professional-services contract for hearing examiner services, a construction change order for roadway reconstruction and a professional-services agreement for standby generators.
Administrator Haley described an agreement with Serve Quincy Valley to provide rental assistance for residents at 60% of area median income. Haley said the funds for the agreement come from allocations allowed under House Bill 1406 (local sales tax retention for affordable housing). The council moved to authorize the mayor to execute the agreement and approved the authorization.
Haley also presented a one-year agreement with Catholic Charities Housing Services (Diocese of Yakima) to maintain and operate Quincy Manor Apartments. The agreement provides $24,000 per year from the HB 1406 housing funds; council discussed the nonprofit status and eligibility and voted to approve the contract.
The council approved an updated professional services agreement to retain a hearing examiner. The updated agreement increases the hearing fee to $1,000 and sets a $250 hourly rate for special hearings and names a pro tem hearing examiner.
Engineer Bellino presented change order No. 2 for the 2nd Avenue Southeast roadway reconstruction to address groundwater and utility conflicts encountered during construction. The change order totals $361,095.22, equal to 14.7% of the contract, and includes additional excavation, gravel, catch basins, piping and retaining walls where necessary; council voted to authorize the change order.
Council also authorized a professional-services agreement with Corolla Engineers for engineering work on five gensets across four projects with a not-to-exceed amount of $274,000. Staff said some gensets are required by a consent order and others support potable water and reuse systems partially funded by Microsoft.
All listed items were moved, seconded and approved by the council during the meeting.
