Quincy approves $2.95 million state grant for water-treatment compliance projects

The Quincy City Council authorized the mayor to execute a grant agreement with the Washington Department of Commerce providing $2,950,000 to support compliance work at the industrial wastewater treatment plant (IWTP).
Water department staff explained the award was announced early as $3,000,000 but the grant agreement amount is $2,950,000 after administrative deductions. Staff said the funds will be used this year on identified repair and replacement projects for IWTP systems, including work related to the tertiary system and other measures required by the consent order.
Council members asked whether the award applies only to the industrial user group or to the facility more broadly; staff responded the award is for the industrial facility and noted the facility must remain under city ownership or site control for 10 years as a condition of the grant. Staff also said an archaeological study requirement was waived for the award.
The council moved to authorize the mayor to accept the grant agreement and voted to approve the authorization. Staff indicated the city expects to use the full $2.95 million in the current fiscal year for the projects on the work plan.
