Council approves emergency repairs and waivers for wastewater and water projects

Council voted to adopt a series of emergency resolutions authorizing immediate repairs at city water and wastewater facilities and waiving competitive bidding where necessary.
A staff presenter described an underground piping break at the municipal wastewater treatment plant that allowed untreated wastewater outside containment and required immediate repair. "This is a request to approve a resolution for the emergency repair of an underground pipe that broke at the domestic wastewater treatment plant," staff said. Council moved, seconded and approved Resolution 26‑763, which declares an emergency and authorizes the municipal services director to procure equipment and services necessary to abate the condition.
Council then approved Resolution 26‑764 to authorize replacement of a critical control valve at the QWRU (Quincy Water Reuse Unit) that was preventing normal product‑water production and rapidly filling brine ponds. Staff said the valve replacement and procurement must proceed immediately to prevent operational impacts.
Additional resolutions (26‑765 and 26‑766) authorized waivers of competitive bidding for installation of reuse water and water main work along Columbia and Jack Rabbit Street due to special market conditions and to coordinate work with an existing developer contractor to avoid re‑excavation after paving.
All motions were moved, seconded and passed by voice vote; motions included authorization for the municipal services director to execute related contracts to complete the emergency work.
