Commission appoints three‑member subcommittee to develop downtown layered‑streets plan

At the June 8 meeting the Transportation Commission voted to create a three‑member subcommittee to help staff develop a layered‑streets network for downtown Davis and to prioritize corridors, modal assignments and cross‑section concepts.

Ryan Chapman, director of public works, engineering, and transportation, told the commission the subcommittee will expand on the downtown Davis specific plan by adding transit, truck routes and commercial loading considerations and by extending analysis to every downtown street rather than only major roads. He said staff expects the subcommittee to meet six to ten times over roughly six to nine months and estimated a workload of about four to eight hours per month for members while staff prepares exhibits and GIS outputs.

Commission discussion focused on scope and stakeholders. Commissioners emphasized the need to involve downtown business representatives and other stakeholders through staff‑facilitated outreach and to ensure the subcommittee’s work returns to the full commission and planning commission for public review. Commissioners also discussed subcommittee size and quorum rules; staff advised the subcommittee be limited to three commissioners to avoid creating a quorum of the full commission.
