North Haledon approves $17,750 emergency HVAC appropriation and accepts Reiner Group proposal

The Borough of North Haledon Council held an emergency meeting on Dec. 23, 2022, called by Mayor Randy George and approved an emergency appropriation of $17,750 to replace attic unit duct furnaces at the Department of Public Works building. Council members voted unanimously to adopt the resolutions and to accept a contractor proposal for the work.
The emergency action began after the council adopted Resolution #200-2022 to validate the emergency meeting, citing an urgent need to restore heat at the DPW building to prevent pipes from freezing and causing extensive damage. Resolution #201-2022 authorized an emergency appropriation under N.J.S.A. 40A:4-49 and related provisions; the resolution states that the total emergency appropriations, including prior amounts, equal $107,750 and that the specific appropriation created by this resolution is $17,750.
Council then moved to accept the Reiner Group, Inc. proposal to replace the duct furnaces at the DPW building on the recommendation of Michael Paese, Superintendent of the Department of Public Works. Christopher Battaglia, Chief Financial Officer, certified that sufficient uncommitted funds were available and that the amount to be encumbered is not to exceed $17,750. The resolution notes that the emergency appropriations will be provided in full pursuant to a bond ordinance to be finally adopted prior to introduction of the 2023 budget.
All motions related to the emergency meeting, the emergency appropriation, and acceptance of the Reiner Group proposal were carried by unanimous roll-call votes of those present: Mayor Randy George and Council Members Rocco Luisi, Donna Puglisi, Bruce O. Iacobelli, and Vincent Parmese. Two members (Jacqueline Roscio and George Pomianek) were listed as excused.
The council opened the floor for public comment; no members of the public spoke. The meeting was adjourned at 1:08 p.m.
The immediate result is that the borough can proceed with replacing the attic duct furnaces at the DPW building with work funded by an emergency appropriation and contracted to Reiner Group, Inc.; the council recorded that related bond authorization will be completed before the 2023 budget process.
