North Haledon council adopts consent agenda, sets tax interest policy and approves shared-services and professional contracts

The North Haledon Borough Council used its Jan. 3 reorganization meeting to adopt a consent agenda covering administrative matters, set delinquent tax interest rates, and approve shared-services agreements and numerous professional contracts for 2023.
The council adopted Resolution #1-2023 to create a standing Consent Agenda for routine, non-controversial matters and then approved a slate of consent items, including the 2023 meeting calendar and designation of THE HERALD NEWS and THE RECORD as official borough newspapers.
On tax policy, the council approved a delinquent-tax interest schedule consistent with N.J.S.A. 54:4-67: 8% per annum on the first $1,500 of delinquency and 18% per annum on amounts above $1,500; an additional 6% penalty applies to delinquencies over $10,000 that remain unpaid beyond Dec. 31. The resolution directs publication of the policy and distribution to borough financial officials.
The council approved shared-services and operating agreements including a renewal with Passaic County para-transit for senior transportation (estimated annual cost not to exceed $5,500) and a shared-services agreement with the City of Paterson for animal control at $1,000 per month (annual not to exceed $15,000, plus overtime in emergencies). It also approved a technology shared-services agreement with the Northern Region Education Services Commission (NRESC) for $18,725 for calendar year 2023 and separate supplemental IT services with Tri-State Technical Computer Services (NTE $16,500).
A series of professional-service awards and not-to-exceed (NTE) amounts were recorded: Borough Attorney Michael De Marco (retainer $4,500; NTE $25,000), Redevelopment Attorney DeCotiis, FitzPatrick & Cole (NTE $10,000), Special Counsel Porzio, Bromberg & Newman (NTE $5,000), Bond Counsel Wilentz, Goldman & Spitzer (NTE $5,000), Borough Engineer Boswell Engineering (NTE $95,000), Auditor Wielkotz & Co (NTE $50,000), Planner Kauker & Kauker (NTE $30,000), DeBlock Environmental Services for pumping-station operation (NTE $6,000), All American Sewer Service for wet-well maintenance (proprietary exception; NTE $37,701), Partner Engineering & Science for Right-to-Know compliance (NTE $6,600), and financial services with Battaglia Associates (NTE $39,600).
Motions to award contracts and accept proposals included certifications of available funds by Chief Financial Officer Chris Battaglia where required. All motions on the consent agenda and contract awards carried by roll call vote as recorded in the minutes. The meeting adjourned at 7:58 p.m.
