Quincy council adopts amended job description, voids vendor check and approves several contracts

The Quincy City Council on an evening meeting approved a series of personnel and contracting actions, including an amended job description for an administrative assistant, the voiding of an uncashed vendor check, and several construction and professional service agreements.
Municipal Service Director Worley asked the council to adopt Resolution 26-768 to amend the engineering administrative assistant job description and rename the position the “Public Services Building Administrative Assistant.” “This is a request to council to approve resolution 26-768 adopting an amended job description for the position of engineering administrative assistant and for the position to be known as the public services building administrative assistant,” Worley said. A council member moved adoption and the resolution passed.
Finance Director Linica told the council the city would void claim number 6294 (issued Feb. 13, 2025) because the vendor had not signed an agreement and the city would not sign it; the council adopted Resolution 26-769 under RCW 39.56.0402 to cancel the check.
Engineer Bellino briefed the council on multiple construction items and contract amendments. The council approved change order No. 7 for the Quincy Aquatic Center in the amount of $20,963.65 to cover owner-furnished video monitoring equipment. Bellino also described a $1,000 change order to relocate a sprinkler control for the 6th Avenue Northeast Park and sought authorization for the mayor to sign the 5th amendment to the professional services agreement with Transportation Engineering Northwest (TENW) for the 13th Avenue Southwest and Road 9 project, not to exceed $460,000, to cover construction support services and federally required materials testing.
A council member noted a conflict and indicated they would recuse themselves from the TENW vote because of a working relationship with that firm; the council then approved the amendment. Bellino additionally presented and the council authorized agreements for construction administration support (Gray and Osborne) for A Street Northeast and three BNSF pipeline license agreements for Columbia Way Crossing totaling $27,900.
The council awarded the small-works abatement and cleanup contract for 314 B Street SE to Orchard Construction LLC for a bid of $7,300 plus taxes.
The meeting ended with routine reports and an adjournment. The council did not receive public comment during the meeting.
