Council approves neighborhood assistance grants, CDBG budget and a land transfer; reappoints Fair Rent commissioner

Finance Committee items approved under the Neighborhood Assistance Act included the following awards (motion carried): Allentown Fire Department — $5,000 for certified child safety car-seat installation and inspection; West Haven Community House Association — $7,149.73 to replace a Head Start kitchen freezer; Ward-Heightman House Museum Foundation — $18,000 for historic restoration and energy conservation; Marrakesh, Inc. — $20,000 for window replacement at a Lake Street group home; and Connecticut Financial Scholars, Inc. — $8,000 to support personal-finance classroom programming in local public schools. The committee also presented and the council approved the Community Development Block Grant (CDBG) program-year 52 budget for July 1, 2026–June 30, 2027.
Personnel and Civil Service committee business included the reappointment of Christian Sanchez to the Fair Rent Commission; the council approved Sanchez's reappointment, effective immediately and expiring June 30, 2028. Council members praised Sanchez's service as vice chairman and hearing officer on the commission.
The Public Lands committee presented a resolution approving transfer of a portion of city-owned property at 281 Front Avenue rear to the abutting owner, Leo Scalia, to cure a building encroachment. The resolution stated the parcel consisted of "approximately 1,25 square ft" in the draft resolution and assigned all transfer costs (surveys, recording, closing and grantee attorney fees) to the grantee; the mayor was authorized to execute documents. (The resolution text in the recorded motion used the notation "1,25 square ft"; the counciled resolution directed completion of legal surveys and closing documentation as a condition of the transfer.)
