Boerne council awards $1.9M water main contract, updates board rules and approves mayoral appointments

Boerne City Council on June 9 approved a series of administrative and capital actions, including awarding a construction contract for a GBRA Water Main Extension and adopting a resolution to standardize rules for city boards and commissions.
Public works presenter Andrew said bids for the Ammon Road water-main project produced a low bid of $1,900,000 from RL Jones LP for an 18-inch pipeline, well under the engineers' estimate. "RL Jones LP is the low bidder for the 18 inches main at 1,900,000," Andrew said. Under a recently executed interlocal agreement, Boerne's share of the construction cost is $1,430,000 with Fair Oaks Ranch covering about $460,000.
Councilmember Bunker moved to award resolution 2026-R32 to RL Jones LP and to authorize the city manager to execute the contract with a not-to-exceed construction authorization of $2,000,000; the motion passed.
The council also approved resolution 2026-R30, which rescinds a 2024 resolution and establishes uniform terms, residency requirements, and attendance guidelines for city boards and commissions. Staff explained that one element of the change is aligning the Ethics Review Commission's appointment process so the mayor appoints a vice chair, which prompted a concurrent first reading of an ordinance (2026-02) amending the city code to reflect that procedural change; Councilmember Bunker moved and the ordinance advanced on first reading.
In addition, the council confirmed annual mayoral appointments to numerous boards and commissions, including reappointments to municipal court positions, planning and zoning leadership, the zoning board of adjustments, the public library board, the Historic Landmark Commission, Visit Boerne advisory board, the Ethics Review Commission, and the new Capital Improvements Advisory Committee.
