City staff said the parcel was recently conveyed from NC DOT to the city (April) as surplus property; staff and team representatives said the venue would be privately funded and not require city capital. City staff described the venue as part of the broader stadium modernization and operations package negotiated earlier, but several council members said the parcel’s transfer and the specific proposal were not fully vetted publicly and asked for clearer community-benefit commitments, a fair‑market valuation and clarity on how the venue would serve residents.
Council Members asked whether the proposed amendment included any explicit community‑use days, revenue shares, or other public benefits beyond general economic activity. Staff noted some city-use days would be tied to the lease only in a narrow future contingency (for example, if the football team were to leave after a long non‑relocation period), and that the parcel’s inclusion would secure city control of the small parcel rather than private ownership.
After debate, the council voted to defer the item to a future meeting to allow staff to follow up with community engagement and return with clearer benefit terms and valuation.
