Haley Harrison, representing First Chance Center, asked Orange County commissioners to support the center nd complete an application to INDOT for calendar-year 2027 5311 public transit capital funds to purchase a new low-floor minivan.
"The new van will ensure that the transportation we provide to Orange County citizens is safe and reliable," Harrison said, explaining the request at the public hearing the board opened at 9:05 a.m. The total vehicle cost is $73,000; Harrison said INDOT—unding would cover 85% of the cost ($62,350) and the center will provide a 15% local match of $10,650 from capital reserves.
The hearing was opened to public comment and no speakers opposed the application. Harrison told the board that written comments could be submitted to First Chance Center, PO Box 267, Paoli. Commissioners closed the public hearing at 9:07 a.m. and staff said the application package will be circulated to officials for signatures ahead of the deadline.
Why this matters: 5311 capital funds pay for vehicles that serve rural transit needs; replacing an older van with a low-floor vehicle can improve accessibility for riders with mobility challenges. A completed application and the local match are required to compete for the INDOT funds. The county will review and sign application materials before submission.
Next steps: officials said staff will circulate the application documents and signatures will be collected before the filing deadline.
