Council postpones comprehensive-plan contract until new senior staff are in place

Council members voted on June 9 to indefinitely postpone Resolution 2026-070, which would have approved a professional-services agreement with Olsson Associates to complete Blair’s comprehensive plan.
Mr. Green told the council that the city’s community development director had announced retirement and that he had also announced his resignation, both occurring in the same week. "These two positions are probably the most important ones when it comes to actually ushering forward this particular process," he said, and staff therefore recommended postponing the contract "indefinitely" until new senior staff could restart negotiations with engineering firms.
Council member discussion indicated the administration and staff had begun negotiations but had not finalized a scope or price. Council moved and seconded a motion to indefinitely postpone consideration of the agreement; the motion passed with all members present voting yes.
The administration said the comprehensive-plan process will resume when a new city administrator and community development director are in place and that staff will bring recommendations back to council at that time.
