Council sets April 15 hearing on 6.66‑acre annexation; approves TIF report and tax‑compliance filings

The Hobart Common Council on March 18 accepted a petition for voluntary annexation from Hobart Property Holdings II LLC for a 6.66‑acre parcel west of I‑65 and north of 37th Avenue and set a public hearing for April 15, 2026 at 6:00 p.m.
Attorney Richard Anderson presented the petition and said the parcel is currently zoned M‑1 and will be incorporated into the Catco development for an addition and storage area. A fiscal plan was submitted and Baker Tilly performed an analysis. If annexed, the developer has indicated it will file a vacate petition for platted roads and remove some currently platted lots.
The council also approved the 2025 Tax Increment Financing (TIF) Annual Report after a presentation from Director of Development Marcos Rodriquez. Rodriquez said both the RDC and RA had approved the report and that it will be uploaded to Gateway for public review.
Two CF‑1 compliance reviews were approved: Grand Trunk Storage Depot LLC (7190 Grand Blvd.), which Rodriquez said had slightly higher employee counts than its SB‑1 but remained in compliance, and Clay St. Devco (8182 Clay St.), where construction delays prompted an amended Development Agreement but the property was found to be in substantial compliance. Council members and the mayor noted the Clay Street developer had demolished the former Beer Barrel site and is ready to proceed.
All motions on these development and compliance items passed by unanimous votes (7‑0). The council set a public hearing for the annexation petition for the April 15 regular meeting.
