Lenoir to seek EPA brownfields cleanup and assessment grants for Broy Hill site

City staff told the council on Jan. 6 that Lenoir will apply for two EPA brownfields grants: a cleanup grant to address remaining material at the city-owned Broy Hill site and an assessment grant to help other property owners understand environmental liabilities.
Radford Thomas, the city's brownfields lead, said the city has already used ARC funding to remove a portion of debris and that grant applications must include alternatives to cleanup. Greg Eisenhower, the consulting geologist, said the cleanup grant is in draft and the assessment application is nearly complete.
"In total the grants would mean an additional $1 million worth of brownfield related funding for the city of Lenoir," Eisenhower said, and he described a potential approach that could use inert demolition material on-site as beneficial fill to avoid heavy hauling costs.
Council asked about time frames and the consultant said the cleanup alternative and submittal are on track and the public comment period for the EPA application remains open through Jan. 26. No councilor objected; staff said they would proceed with the applications and continue public outreach.
