The Lenoir City Council unanimously approved its consent agenda May 4, endorsing multiple procurement and infrastructure items and later, after closed session, voting to acquire property at 1380 Baton School Road for $150,000.
On the consent agenda, staff recommended McGill Associates, selected from 25 proposers, to perform an ARC flash assessment of the city's public utilities facilities (project cost proposal cited as $97,500). Council also approved McKim & Creed to perform service‑line material field inspections to support the lead and copper rule service line inventory, a project supported by 100% principal forgiveness funding of $1 million from the state Division of Water Infrastructure.
Staff also reported the city has accepted additional funding (approximately $3 million, less loan fees) from the State Water Infrastructure Authority toward the Lenoir‑Valdese interconnect project; the project previously referenced an appropriation of $17 million from the North Carolina General Assembly. The council voted to accept the additional funding and the related resolution as part of the consent agenda.
Public utilities staff emphasized the scale of local water operations in remarks during proclamations earlier in the meeting: “We treated in 2025 two and a quarter billion gallons of water,” the utilities representative said, underscoring the operational demands behind the recommended work.
After a closed session under N.C. Gen. Stat. 143‑318.11(A)(5) to discuss negotiation strategy on a real property acquisition, Councilmember Stevens moved and council approved acquiring the property at 1380 Baton School Road for $150,000.
What happens next: staff will finalize contracts, proceed with the service‑line inventory work under the state funding terms, coordinate ARC flash assessment scheduling, and complete real‑estate closing steps for the Baton School Road purchase.
Votes: The consent agenda items and the property acquisition motion were approved by council (record shows motions and unanimous voice votes for the consent agenda and for the purchase).
