Commission prioritizes Mar Vista design, discusses Marine View parcel purchase and park restoration work

City staff used the commission’s Jan. 21 meeting to review the Parks Department capital improvement plan (CIP) and project priorities for 2027–28, highlighting Mar Vista Park design work and conservation-funded land acquisition near Marine View Park.
Staff reported Mar Vista Park design improvements remain a top near-term priority and said they hope to begin some work this year with potential groundbreaking by September. The City Hall Park master plan is still a longer-term item, and several indoor or covered-sports projects have been deprioritized because they are unlikely to receive council approval in the short term.
On Marine View Park, staff said the city is closing on a larger parcel on the park’s south side with funds drawn from conservation-futures grants. The parcel currently contains a house (and possibly a second structure); staff said the house will be removed in a later phase after the family completes the school year and moves. "The house will be removed as another phase of the project," a staff member said.
Commissioners examined accessibility upgrades and trail-surfacing options for Marine View Park, including potential paving, gravel surfacing and regrading to improve ADA access to picnic meadows and some overlooks. Staff noted that past accessibility work had required significant grant matching (RCO match rates were discussed), so some improvements may be pursued through grant applications.
Commission discussion of priorities also emphasized restoration across the park system (tree and vegetation management) and cited the recently uploaded 2023 tree-canopy study as a planning tool. Staff suggested adding a status column to the CIP listing to show partial completion and funding status so the commission and public can better track progress.
Next steps: staff will refine CIP details, flag grant-eligible projects and return to the commission with a status-tracked document for budget discussions in February and ahead of the fall budget process.
